Punjab’s published 2027 guidelines require structurally safe roofs and parapets at least 3.5 feet high. Owners must keep attendance within the building’s safe capacity and repair unsafe stairs and roof surfaces.

Children require continuous supervision. Running, jumping, leaning over edges and aggressive kite-catching are prohibited, as are loud DJ systems and disruptive noise. Flying must stop in dangerous weather or poor visibility.

First-aid supplies must be accessible. Electricity lines near a roof must be made safe, or the roof must not be used. District officials may inspect premises and close unsafe locations.

These are reasons to inspect a venue before paying a deposit. A beautiful skyline view cannot substitute for a safe building or permission to use it.
